That little fellow is a .22 BB cap.

Yep thats right. .22 CB short in the middle. CB and BB caps to the left and CB longs to the right.
BB cap (Bulleted Breech Cap) is the ball projectile, no powder just primer. Developed in 1845
CB Cap (Conical Ball Cap) is the conical projectile, no powder just primer and a heavier projectile than the BB cap.
CB short had about 4grs of Black Powder.
Used for bird control/scaring around orchards.? Look a lot like what I've seen for that.
