Its possible that the brass had been fired in another rifle with a larger chamber.

I got a heap of fired Wsm brass from all over the place for my 510 Wsm.

Even after sizing there was up to 5 thou difference between some of the head sizes, tight chambers VS loose chambers.

There can be that much difference between head sizes among different brands of new brass

Of course the velocity advertised could be from an over enthusiastic chrony or seller

It is trade after all, the home of all rifles that have only shot 2 boxes of ammo
