I used ether 7.5gn of ap70n for plinking or 35gns of FFFg black powder for competition
Behind a 200gn lee bullet sized .429
I have been using trailboss for my loads but mainly for CAS. Yea very easy to crumple the necks or split them.
PM me and I can give you details of a guy who makes 44-40 projectiles if you need them. Hard to find in bulk at a decent price.

Starline brass is the best to get. Cases arent as thin.
I use either black powder or trail boss.
PM me if you any info or loading suggestions.
I also have a few sources for lead projectiles.
If your not shooting CAS, then Rusa projectiles will be fine.

I've never used 2207, but mine are CAS loads, so not for shooting long ranges.
Ive been using Federal or CCI large pistol primers.
Rusa projectiles are reasonably prices I think.
And hollow points for the Sika
I have a ton of Starline 44/40 brass for sale. @bluecod1967 was supposed to be trading for.

The 44-40, 38-40 and 32-20 all use three die sets, the first die FL resizes the case as normal. The second die has an expander plug that bells just the mouth of the case to prevent crushed cases when you seat your bullet. The third die seats the bullet and crimps the neck into the cannelure which is required for tube mag rifles such as your Rossi.
The Lyman reloading manual is a good source of loading info as it has loads for "Weak Actions" and "Strong Actions", the Rossi 92 would be considered a Strong Action.

Setting the crimp level properly is crucial- too much and you have a collapsed case, too little and the crimp is ineffective.
My low power target load was 11.5gr of W540 behind a bulk jacketed 200. A bit over supersonic and very mild to shoot, obviously not stressing the brass..
