Does the "N.C" just mean Nitro Cellulose? would anyone have an idea of the components that would have actually been used for these loads back in its time?

Suspect this is just the load data of the cartridges provided to the proof house.

Personally think the UK proof system is now obsolete, more like a rubber stamp house, as they let rifles which fail headspace Go-No Go tests through as acceptable!
