Your problems are not unusual. It comes from variation in the projectiles. One way to get around it is to get a micrometer seating stem and the "thingy" for measuring to the ogive on the projectile.
Seat the projectile so it is nearly right. Measure with the ogive tool and work out how many thou more it needs to go in, adjust seating stem, re-seat, re-measure. I have had pretty good results using hornady dies and the hornady micrometer stem. Forster and Redding make very good micrometer seating dies.
Don't worry about base to tip measurements. Base to ogive is more important as it is the ogive that engages with the rifling.
