Ive done a fair bit of reduced recoil load testing in '08 cases and in 223. H4895 (2206H) is well know that you can load down to 60% of a max charge for any cartridge that has data for that powder, however the accuracy (grouping is generally not that great).
IMR4198 is the powder that Remington use in their factory reduced recoil/Youth ammo. Ive tested both 2206h and IMR 4198 in reduced recoil load in various cartridges, 260 rem, 7mm08 and 223, and all of them shoot much much smaller groups with the IMR4198.
30-31gr of IMR 4198 in a 260 rem/7mm08/308 will work well with 120-130gr bullets.
14gr of 4198 behind a 55gr shoots tiny little groups in my 223.
I honestly wouldnt bother trying 2206h/H4895. Just buy IMR4198.
