With one exception I have not noted any significant changes. The exception was AR2209 which was sped up about 2000 for some reason. I did some coparitive tests recently with three lots fron 1991,2000 and about 2018. The last lot gave about 80 fps more velocity with the 129 grain SST with everything else the same. This startleed me a bit and I now chronograph each new lot of powder with a standard charge and have found no differences. Some lots of projectiles differ more.
As far as keeping as long as the powder has not been subjected to too much heat it should be fine. I am still using IMR 4064 packed in the late 1970's and in the 1980's I used powder stripped from 1942 .30-06 ammo in my .308. The AR2201 powder that was used by CAC prior to 1980 had a poor life in the heat and has caked and killed the primer in some .303 I have broken dow for the components.
