Here is the answer I got from an email I sent 10 years ago.
The 60% rule is well known.
The 75% rule little known.
The faster the burn rate the safer it is to reduce the load.
Hodgden site has 1150fps loads for 2206H that are as low as 30% IIRC

The difficulty of using the 60% rule in the 7mm SAUM is that Hodgdon does not list H4895/AR2206H in other than the lightest projectiles. 60% of I don't know is still I don't know.
