303 -sorry no experience when your question, but from a common sense perspective, i would say yes. Any lube is bound to help things.
Im assuming your loading your casts in 303, i would be keen to learn what your doing. Im about to start loading casts for my Lee Metford
Personally i dont believe neck tension is to blame for minute changes in seating depth (i get variations and i amp anneal and use a mandrel etc). What ive found is that there are often tiny changes in the actual shape of each bullet. That would be differences between dies or variation in raw materials. If you want absolute precision you gotta find and 'set aside' these bullets. Depends how precise your shooting must be.
As for does lubing gas checks effect the seating?
Yes, its likely to react with your powder. IMO, best to clean off your gas checks of any residue or anything known to react with powder. I dont believe that includes hi-tech powdercoat but it does include regular bake on PC.
*My HRBC bullets pull out fine and the powder is 100% ok (after 6 months) so hi-tech appears not to react with powder.
Dry lube would be fine for seating of course. I use that for seating anything.
