Any particular reason for it, and is it preventable.
My guess would have been chamber has a bit too much clearance, but not sure.

Looks pretty normal to me, but im far from an expert. Mine dont soot quite that badly,thought light load would be up shoulder and on case wall from lack of sealing but again I am no expert.

My 270 does it with 2213 - 2209 doesnt do it - and is also faster.

IMO 2225 is waaaaaay too slow for 6.5-06 - Its damn near 270. I'd look at 2213 2209. Even 2217 is more than likely too slow
I know damn well what reds speeds are or should be gregory.. I used 58.5 2225 on a 215m for a while and still had this happen toooooo you know...
Since ive used slightly faster powders like n560 and 2217 this blackening has markably reduced... along with consistancy of groups velocity and ES hugely reduced even over large temp changes...
SPANNERS said it on a dime up there.... Ive done over 900 rounds through the 6.5-06 now alot of them playing with loads and trying all sorts of shit through two sets of barrels and twists, mulitple pills and powders..... slow powders are a farking ass of a joke....

just not sealing tight on the neck, Low preasure can do it, slow burning powers are more prone to it, sloppy necks dont help..... try some faster powder but if it groups and is the right speed live with it.... better seal is supposed to extend the barrel life but hey new barrels are still being made
