It might have a twin sister of another brand. Bofors makes the powder for Norma, Alliant etc and some are the same except for slight variations between batches

Most powders are scarce and thankfully most powders have alternatives so alls not lost in your case 2225 2217 2209 and superformance all for sale here and their palmerston north had good stocks of random alliant powders

RL16 is supposed to be similar to RL17 but RL16 is more temperature stable and was supposed to be an improvement is what I'm led to believe?
So RL16 should be similar to 17, although doesn't help your cause as most are holding onto their stashes.
Bofors make RL-22 (it is THE powder used in Swedish Military 6.5x55mm)
Reload Swiss makes RL-17, and sell it as RS60. This is THE powder used in Swiss Military GP11 7.5x55mm.

RL19 = Norma 204
RL15 = Norma 203
RL25 = MRP2
