Sounds like a headspace issue . Put some tape on the base of around which will not fire and see if the action will close , if it does close keep adding tape until it won't . that will give a ball park figure as to how much bigger the chamber is ?????.

as it was a cheep 410 shot gun action it my be a little miss aligned @ the hinge
i can try and pack there to change head space .
Too much and it wont close and lock
