My guess is that differant powders displace differant volumes in the container. The same container size is used for a variety of powders , so there needs to be a safety margin for storage .
It isnt usually recommended that you mix powders from differant batches together , so unless your two containers are from the exact same batch number , I would not pour one into the other .
Same batch number just wasn't sure if you need to leave some room in the container or not.
