I would say not
If you try size the necks of .270 brass to .280 and then fire them you'll have .050" excessive headspace
I do the 270 to 280 conversion all the time with Fedral cases. You have to anneal the 270 case, run it through 30-06 dies, anneal again, and then run it through the 280 dies. Weird looking case until fired. If I trim my converted 270 fedrals and 280 's the water capacity is identical. Hope that helps.
