Phthalates are believed to be associated with reproductive defects in humans and there's quite a bit of evidence to support that.
It's effectively non volatile so absorption is via skin contact etc much like bisphenyl acetate. However I would have considered loaded ammunition harmless as firing would combust whatever dbp was present which I suspect us minimal compared to the plastics in everyday use. Another example of a blanket ban enacted without careful consideration.
