It’s the dope on the slope or the angle on the dangle. Then again it could possibly be the pitch in the ditch or the nut behind the butt.

My 7mm prc shoot like that if I clean it hard then takes a good 20ish round to group again
It'll be "within spec" or an "ammo problem" if he takes it back..

Check scope mounts and screws.
Check stock screws.
Stock screws touching barrel?
Swap scope.
Different ammo

Are the rounds factory loads or reloads. I've seen poor reloading produce results like that. If they're not your reloads then use some factory ammo for a start
If its not the ammo then somethings loose or touching.

Did you take the structural stickers off the stock? If so, looks like it's upset the whole feng shui of the rig.
But yeah. Ususal suspects, screws torqued correctly for action, rings, scope. Then ammo type and maybe bedding or a dodgy pressure point.

The big hold up with the Springfield was the accuracy issues so I’d have thought that was pretty ironed out

Wel well well, some good advice n opinions but sorry there's is no such thing as a 7mm PRC Springfeild yet ( they were meant to be in the country last year but still haven't be manufactured ) & no one mentioned the stickers, Yes careful observation would see that the top - right is actually on top of the bullet holes
We were having a sight in session ( new scope, new brake etc ) & one of the party brought a formica board with fully random placed stickers attached, problem was that the stickers did not stick & got blowin off when shot, made things tricky but I got two 7mil Mags & a 22-250ai sighted in & sorted
Was good for a laugh

I'd swap out your ammo for something really different (say you had Hornady VLD's boat tails there in your test, try a flat base hunting bullet).
