    Not enough pressure to hold the powder in? The primer is blowing the powder out instead of igniting it. Can you put some dacron on top of the powder to hold it down against the primer?

    As per Stug. You may also find rifle primers are not helping your cause. I had a problem loading my 32/20 - unburnt powder present in the barrel. Even with crimping this occurred. Changed to a pistol primer (less ferocious blast) and much improved. Your powder selection may also be an issue. There is a member of this forum that loads blanks. He may come fwd with his view. Sorry, cannot recall his handle.
