haven't done it in 7mm 08 but in 308 90gr projectile - 5.6gr trail boss. 200gr projectile - 11-12 grains trail boss.
trail boss is easy to use, just start with a full case and work down.
identical brass and anealed necks are key to consistent velocity and accuracy ;)

You need someone to make some cast lead 7mm projectiles, otherwise you'll need highly frangible plastic tipped one. Even they might not expand enough.
I'm thinking 162gn SST.
