Not sure what you are referring to by "they" but yes, 22.250 are almost exclusively 1:14 twist which limits them to lighter bullets like the 55grn and some 60grn. Whereas it is usual for the .223 to have a faster twist (1:12 through to 1:8) which can stabilise heavier bullets - with the 1:8 through to 80 grn).
