I must be a bit of a funny Bugger , but I value the sighting equipment (optics and mounts ) probably higher than the rifle brand and to a point the calibre of the rifle .
Cheap scopes and mounts will sooner or later cost you animals .
I would choose any day a second hand rifle with good quality glass and mounts that averages 1 - 2 inches at a 100 yrds over a flash new sub 1 inch gun with Hong Kong Phooey optics attached to the rifle with Tin Foil mounts .
If your just starting out and have a really small budget then use whatever you can afford . It's better to be out there with cheap shit gear than at home on the couch talking about it .
But if you have enough money to be contemplating buying a brand new Tikka then my personal view is use a heap of that budget on your scope and rings .
Rifles come and go , but my quality scopes hardly ever get sold with the rifle , they are the part that I consider important , and the part I want to keep .

I think what you describe here GC comes with experience, I am just learning the true value of good optics, I have however always upgraded to the best ring/bases money can buy.

And I'm just learning it .. Have bought a loopie for the 223 because the Tasco that was on it got wet

And now the Tasco on the 22 has done the same .
This one was an off the shelf "world class" purchased less than 6 months ago.
