You are correct. @Tahr means right at the change of light, the first few minutes of light in the morning and last light in the evening is the best time to see an animal out.
The more hunting pressure an area gets (how often people hunt there) will result in the animals staying out of sight longer, often only coming out in the last 5minutes of the day and often returning to the bush right on or before first light. If you are bush hunting then time of day makes little difference in my experience.
In areas where the animals are not bothered by hunters often (generally private land or very remote areas) the animals can be found out and about hours before sunset and well into the morning, sometimes all day depending on the time of year and location.
