A hand held thermal only provides an indicator than an animal may be in the area similar to an indicating hunting dog. Unless the animal is standing out like dogs bollocks in front of you binoculars are still required to positively identify your target and confirm that the firing zone is safe. Hardly a safety issue.

A thermal scope mounted to a rifle is another story and as such it's important to separate the two.
