I have no reason to doubt you, but even I have read stuff wrong and then you think was I on about.
Back to the policy I think it is rather short sighted of them. The more young people we can get into the sport the better as far as I'm concerned.
Is it a one off payment? Or an annual one?
After the first year you pay the same as everyone else, you just pay more to join first up, have had the argument with them a couple of times when asked to join.

Did they give a reason for charging newbies more?
Nothing is tough about having a 70 lb bow and looking like an uncoordinated praying mantis while trying to draw it back.

When I was in Christchurch 20+ years ago they were still charging new sign ups like this. Think it was a setup cost. Dumb idea if you ask me as they are now reaping what they have sown. It was a strong club IIRC.
The range of what we think and do is limited by what we fail to notice. And because we fail to notice that we fail to notice, there is little we can do to change; until we notice how failing to notice shapes our thoughts and deeds
