    The proposal is claimed to address declining deer populations.

    The proposal says there would be a three buck limit in northern areas of the state and the rest of the state would have a five buck limit.

    These days, the deer population is decreasing, partly due to coyotes, partly due to some people who are killing more than a reasonable number of deer. Plus Ruth says it's just time. "By law if you go out and look at the law right now, it says no limit on antlered deer and you know that's a carry-over from probably colonial period, that's not a recommendation that DNR had anything to do with"

    How will killing fewer antlered bucks affect the deer population?
