Ability to chamber a shot cartridge isn't the definition of a shotgun, can do that in most straightwalled cartridges and .22lr/.22wmr
I think it'd have to be looked at in context, ie smoothbore or rifled, cartridges possessed, whether you were found chewing on a kereru drumstick, etc
After several enquiries a DoC permit arrived in the mail today, in the "special conditions" box- "permitted shotgun use with buck shot or solids":cool:
Done right you wont need to chew anything Gimp :)
The meat will just melt right off that drumstick and onto your tongue ........ apparently ......... or so I read .......... or heard .............. or something along those lines ...... a long time ago ....... maybe I was thinking of chicken ;)

I have a Remington 11/87 that I shoot ducks with. I also have a smoth barrell that is short with iron sights and a rifled choke (factory). I brought it for Stewart island. I imagine that if some one form DOC found me with it and slugs only they wouldn't be too worried...
You could get all fired up about the definition of a shot gun or you could think more about what the rule is trying to prevent from happening...

when you apply for a "small game permit" it says only allowed to use rimfire or shotgun, so cant be illegal on doc land,provided you have small game permit. that's what it said last time I looked anyway. also had something about centrefire rifles only to be used on large game.
You can also get a permit to carry a shotgun on plenty of Public Conservation Land from DoC to shoot ducks or geese, just ask at your local DoC office. I got one for 4 months along with my hunting permit.
Using a shotgun on small game and ducks is a bit different than shooting deer with solid slugs. craigc has commented on the intent of the rule which i think is a good way to put it. Needless to say it wont stop those that are intent on using shotguns for illegal purposes from taking them into DOC land.
I know of a set of three drillings, 16g shot, 222, 7x64, and a 22 mag insert for the shotgun barrel, which is stored in the buttstock. One for dad and two short stocked for the sons
Ive got a permit to carry a shotgun for all DoC administered land in Canterbury and I carry some buckshot just in case.......... You can get a permit to carry one either for ducks etc, or for hunting with the provision you only use solids or buckshot.
