I clean my barrel after e very shoot with hoppes and dry patches. The first shot is always good.

I'd say it's in the reassembly of big heavy sliding bolt and the bedding specially if it's still tip bedded could take a few shots to settle in. Not like a bolt action that quivers a little bit when you fire it, the 10/22 slam a big lump of metal back and forth into bolt buffers and stuff.
