Not necessarily, I asked the same question & was told the metal is hard & kinda "flaky" (which makes it a bitch to ream) this means bits can possibly flake off the lands & bore.
The late Robbie Tiffen told me that SAKO/TIKKA use more Sulphur in their barrels and if you strike a seam of it within the barrel the metal will gall your tooling and 'flake' off like in a mine...
