The rifle has classic iron sights and a scope rail. He’s looking down the rail and from that POV the iron sights look out of alignment.

Would make more sense to check the bore against the iron sights I would have thought. But, yes, shoot and see. I have a rifle that the screw holes for the rail are rolling off to the left of the barrel. Had to use the Burris offset inserts to give me enough windage to zero the scope.
