2A Meaning of prohibited firearm
In this Act, unless the context otherwise requires, prohibited firearm—
(a)means the following firearms:
--(i) a semi-automatic firearm (except a pistol), other than—
(A)a semi-automatic firearm that is capable of firing only 0.22 calibre or less rimfire cartridges and that has a magazine, whether or not detachable or otherwise externally fed, that is capable of holding no more than 10 cartridges commensurate with that firearm’s chamber size:
(B) a semi-automatic shotgun with a non-detachable tubular magazine or magazines that are capable of holding no more than 5 cartridges commensurate with that firearm’s chamber size:
--(ii)a pump-action shotgun that is capable of being used with a detachable magazine:
--(iii)
a pump-action shotgun that has a non-detachable tubular magazine or magazines that are capable of holding more than 5 cartridges commensurate with that firearm’s chamber size; and
(b) includes any other firearm declared by Order in Council made under section 74A to be a prohibited firearm for the purposes of this Act.

Meaning of prohibited part
In this Act, unless the context otherwise requires, prohibited part means—
(a) a part of a prohibited firearm:
(b) a component that can be applied to enable, or take significant steps towards enabling, a firearm to be fired with, or near to, a semi-automatic or automatic action.

Firstly, the M1 is a prohibited firearm because its a semi-auto center fire.
Secondly, all the parts of the M1 carbine are prohibited parts as they are part of a prohibited firearm. The action, trigger bolt etc are all parts of a semi-automatic operating mechanism.

There is nothing in the legislation that says the part is only prohibited if its installed on a prohibited firearm, thus it doesn't matter where or if the prohibited part is installed.
If you weld up the gas port etc that does not suddenly make the receiver or other parts not M1 carbine parts. You still are in possession of an M1 carbine receiver, trigger group, bolt etc.

An accessory - ie suppressor or sights are not part of a prohibited firearm, they are accessories. An accessory is not integral to the assembly or operation of a semi-automatic firearm, like a prohibited part is - action, receiver, upper/lower, bolt, bcg, trigger group, gas block, etc etc does.
Clarification was provided on this that suppressors etc are not a "part of prohibited firearm" for the above reason.

Basically, if you block your gas port, you still have yourself an M1 receiver, an M1 barrel, an M1 trigger group etc. Someone making it single shot by blocking the gas port does not change any of this. All those parts are still M1 carbine parts and thus prohibited parts.
