A stripped lower is merely one part of a complete firearm.
Firearm parts are not considered a firearm therefore they cannot be categorised.
It's not until the final firearm is assembled that it can be categorised.

I'm no AR aficionado, but I thought the action of any firearm is the part that is legally considered to be the firearm that all other parts are attached to, and that in the case of ARs, that is the lower receiver.
