The Baikal single shot is designed to either be carried broken open, or shut with the safety applied. Definitely not shut with hammer lowered. Any movement of the lever causes the lock to alter contact with the barrel lump and it will usually misfire because of friction between the lock and barrel when the hammer falls and tries to carry the lever fully home. How you carry it is up to you but the lever must always be firmly down before firing.
