    Dies are not a gun part, so I cant see how it would be controlled they are tools. Dies however tend to be fairly cheap in NZ so maybe your $s would be better spent on something else? If yo have an AR for instance $100's worth of AR mags.

    Optics however once above a certain level of sophistication, then you would need an export permit I think, hence itar.

    NZ customs I dont think would care on optics except only if its a proscribed part like a flash hider. Though say an A2 "flash hider" is/should be proscribed a silencer isnt in NZ, but highly so in the USA, just weird.
