Where is the legislation that allows them to refuse a license holder to convert an A to an E after June 11?

The June 11 cut off date is the end of the "grace period" for possession of a rifle effected by the order in council. It should have no bearing on any future conversions of A to E firearms.

Although what the law is and what the Police do is sometimes two very different things.
