If both are the same cost the Tikka probably equates to better value. But your intended use is possibly also a factor. Rough and tumble use, infrequent cleaning or maintenance, banged about in the truck or on a bike means the Ruger might be the better bet. Not as slick as the Tikka but usually shoot pretty well. If you appreciate something more refined made of better materials to a higher standard and you make a point of looking after your rifles, then the Tikka.
Also, if you shoot a lot I would expect better barrel life from the Tikka.
