I would highly recommend checking with a competent gunsmith with both the receiver and barrel first before making a decision off a public forum.

The small Sako action is about .866 in the tenon, so it will be able to be re-threaded to fit (the CZ is 25.0x1.25) No chance with a Rem 700

I think you are saying the Sako barrel tenon is a smaller diameter than a CZ 527 barrel tenon. Does that mean the CZ barrel tenon could be reduced to the tenon diameter of the Sako and threaded to fit? I don't want to alter the Sako action, I want to be able to refit the original Sako barrel later on.
Yes - The barrel is re-threaded to fit the action. Call Mitch Maxberry - he's handy to you and is good at this sort of thing. I don't have his number sorry.
The Remington barrel is 1-1/6"x16tpi so the 25mm cz barrels dont have enough diameter without making a bush which is lot of faffing about and added cost to the cheap barrel.
The Sako small actions are 22mm x 16TPI so the 25mm cz barrels can be turned down and re-threaded to fit but is best done in such a way that you dont have to rechamber as the hammer forged cz barrels are super hard so cut and ream like crap. No problems bumping the chamber forward to get the headspace needed but avoid changing the cartridge from .223rem.
