Does anyone know what is required if building your own E-cat safe?

I'm looking at building my own E-cat safe but am unsure in what is involved and if it is even worth it. What is stopping me from welding plate onto an A-cat safe to thicken it up? I'm sure this is a stupid idea but I thought I would check anyway.

    Thanks in advance.

I think an engineers report Maybe if you could get the spec required build it to that then pay an engineer to say it's ok ??
I reckon few people on here would like to read the spec as well?
