    My guess is that the rifle is designed to shoot high-velocity ammo and using standard velocity ammo means that you dont get the recoil impetus to operate the bolt in the required manner. Its a common issue with many semi autos - they are regulated to shoot high velocity and just dont like low powered ammo.

    Trial and error with lots of makes of ammo is your only real answer.
