    Budget... say up to $1750
Reloading... .223, .243, 6.5CM, .308 already, but no qualms adding another
Recoil... she's a military trained .308 Designated Marksman, so bring it on
Levers... just had a chat with her and yes she's very warm on the idea of a lever gun

Well tragically I'm in a motel on my own about 400km away, with my iPad and Whatsapp for company, so the best I'll manage is a quick shot with Palmella and her 5 daughters, I expect @charliehorse

The 527 Carbine or the early model 7 like this, 223 would be hard to beat for the intended use

I've eyed up their double/combos. Never had a play with one but "cheap" seems to be the consensus in reviews. I did have an old baikal 12 that was a beauty though, so... You'll just have to get one and find out!

Also keep in mind that o/u works (sort of) on shotgun barrels because they're quite light, two rifle barrels hanging out there could get heavy on the front arm.

For something completely different, how about a Martini in 22 Hornet or the like. They make wonderfully light, handy open (or aperture) sighted rifles, the trigger can be gotten to superb (many of them are already very good) and you'd have the pleasure of commissioning (building) something that will be special and unique. @akaroa1 has photos of an excellent example. They are not "expensive" projects unless you go mad so one within or close to your budget would be possible

Alright fellas, been given the hard word. Has to be .223, so that's a fast twist, 60-70gr bullets trundling along at high 2000s. She's decided she wants flat and fast.

Personally, if it was me, which I must remember it isn't, I'd be all over the Grendel. But the point of this rifle is to control pests (rabbits to goats) and take the odd tiddler deer - as @GWH says - the .223 is obviously the right choice.

It would be lovely, but maybe a bit too nostalgic. This rifle will get a hard time, and $2k++ for an antique won't float her boat.
