If your mate needs the bolt, he can always procure other rifles from the USA and put them all under 1 permit which will still cost USD $250. But that's like spending more money to save a few cents. But for discussion sake, Borderview International is one company that specialises in overseas export and I recall their NZ agent is USAGuns. Otherwise talk to Target Sports in Tauranga who might be a cheaper option i.e. they might procure that 1 bolt for your mate.
