Aussie firearms rules are strict and vary from state to state. Also need to check NZ firearms laws as you will be permanently importing a firearm. Dot the i's and cross the t's.

Best advice is contact your local arms officer, do the same with the Tasmanian Police.

No problem for your father to bring the rifle to NZ if he gets an Import Permit before he goes over, however getting it transferred legally to him in Tasmania could be awkward. Such transactions need to be done through a dealer. I would suggest getting in touch with the Firearms Registry in Tassie and explaining the situation in detail. They may issue your dad with a tourist licence which would make the transfer much easier.

Oz firearms temporary permit (B709), plus Restricted Goods Permit, plus Oz Export Permit B957, plus B319 for Customs CCID number plus NZ Police Import permit. Check with your NZ AO 1st to make sure the firearm is on the approved NZ Police list.

The forms etc can all be done electronically, scanned and emailed to AFP and Border Force. Can take anywhere from 2 weeks to 2 months depending on complexity/phase of the moon/mood. Allow at least 2 hours extra for check in as you need to dothe Border Force exports check 1st, then they'll escort you to the airline with the firearm for check in. Plus make sure your airline will take firearms - Qantas & Air New Zealand do, but you must also notify them way ahead of time, give them details, etc.
