Oh those questions opens up a can of worms. I suspect that you could not register a firearm without a serial number. The FSA/TTP require an identifiable serial number / marking so you could make up anything as long as it is attached with permanency. For example, your initials and the figures of your year of birth would meet the criteria. But the stupidity of this is that someone somewhere with the same initials and year of birth could do the same thing to a firearm of the same make and model. As to your question about affecting value, a purist would answer in the affirmative but the FSA/TTP are completely out of shits to give.
