On the whole, most modern factory rifles shoot pretty good these days, 1.5” or better. As an RO at a local range you tend to get a good look at most common things. Tikka do fine, as do howa’s, but from what I’ve observed there isn’t much in it. You see a lot of tikkas; most people driving them can’t shoot 1” groups, but I wouldn’t necessarily blame the rifle (same goes for howas or anything else for that matter).
Standout cheap rifles I’ve seen of late have been the Ruger Americans. Ugly as sin, pretty agricultural, but they seem to shoot something ridiculous.
