I think you will struggle to keep the costs "out of the clouds" and still make it to a quality you will like. A friend of mine has just gone down this track of putting together their own bipod because there weren't many options he liked for his rifle. It was more expensive than he anticipated for the machining and he will likely have to have another one made now he has tried out the prototype and would like to make a couple of modifications. His line of thinking was pretty close to yours as well - low centre of gravity, wide feet, and had to fit forward of a rail on the fore-end.
Have you looked at the elite irons bipod (EliteIron High Quality Suppressors)? Sounds a bit like what you are after.
I think my next bipod will be an RPS bipod and I will modify the spigot mount to suit my rifles.
