In NZ you do not need a permit to import a stock. I think that in the US it is regarded as a firearm part and needs a licence to export if above a certain value (Pretty sure this is why Boyd's won't ship stocks over $100 value). Trying to find someone who will ship rifle stocks (as they regard them as part of a rifle) can be hard.
Check the US firearms regs very carefully because you do not want your mate to end up in jail.
