In NZ you do not need a permit to import a stock. I think that in the US it is regarded as a firearm part and needs a licence to export if above a certain value (Pretty sure this is why Boyd's won't ship stocks over $100 value). Trying to find someone who will ship rifle stocks (as they regard them as part of a rifle) can be hard.
Check the US firearms regs very carefully because you do not want your mate or you to end up in jail.
Fixed that for you. ITAR holds all persons who attributed to the export liable. Meaning they can threaten you with civil action.
