Not sure about the US side of the deal. If you want to import a stock into New Zealand, whether or not you need an import permit depends on what firearm the stock is designed or intended for.

If the stock is designed OR intended for use on a military style semi automatic (aka 'modern sporting rifle' in the USA), a restricted weapon or pistol then you will need an import permit issued by the New Zealand Police. If the stock is not designed particularly for a MSR/MSSA or restricted weapon AND you do not intend to use it on a MSR/MSSA or restricted weapon, then no import permit is required.
