I think it says they will issue permits for "parts of the action" which is barrels, bolts, BCG, Upper and maybe lower receivers, and LPK for the AR and they don't have to issue them for the other parts. Pretty sure that's what it says.
So technically they don't have to issue them for stocks, handguards, etc.

But it depends on the AO I guess. Each have their own guidelines they follow.

That's what I was told last time I asked, but that was some years ago.

But the problem could be as well, that Customs wont release the parts without a permit.
