Border in the UK is gone ( they use to be a cut mainly and towards the end did cheaper buttoned ones as well ) , split into 2 firms I think , the main one does the buttoned type , the smaller cut , and then there is Armalon , cold hammer forged barrels on Parker Hales old machinery .
And yes , a rifled barrel is a gun part , so permits here are needed , and some times ( export country depending ) the NZ person has to also have a dealers licence ,
