Intel on QR base?

Hi. Are any of you familiar with this brand and base?

The write up is diabolical. New and not new. There’s a screw sticking up from the base into the rings. Have asked some questions at TM but thought I’d ask the brain’s trust here.

Think that may be Sarvo, a member on here. He sells good stuff, good service dealing with him direct.
