    Any gunsmith with a dealers licence can do the conversion legally but it would still need to go to Wellington to be approved for a B endorsement. If you do the work yourself then it still needs inspection and approval in Wellington (at your expense). Talk to your AO first to see if need a permit to possess a pistol before you start the work. The Arms Act is far from clear these days and the AO advice probably won't be totally correct either but you will have covered your arse.
